WebKit is getting slower to build over time, Big Sur Xcode (12.5) didn't get a fix for the issue described in https://bugs.webkit.org/show_bug.cgi?id=239455, and some of the machines building Big Sur are very old. While we should almost certainly retire them, in the meantime we should increase the timeout. Additionally, I think we can safely drop it for Xcode 13-14 builders, which means we can completely clean up the increased timeout when we remove CI support for Big Sur entirely.
