            Bug ID: 237370
Summary: [EWS] Support concept of 'blocked' pull requests
           Product: WebKit
           Version: WebKit Nightly Build
          Hardware: Unspecified
                OS: Unspecified
            Status: NEW
          Severity: Normal
          Priority: P2
         Component: Tools / Tests
          Assignee: webkit-unassigned at lists.webkit.org
          Reporter: jbedard at apple.com

For patches, EWS will set "cq-" when a patch encounters a failure that should block landing. For pull requests, we should have something similar, but "changes requested" isn't nearly as strong as "cq-". Adding the "blocked" label, which acts similar to "cq-".
