I can reproduce it on a raspberry pi 3 (running in 32-bits).
This log line might be more telling:
  Unable to shrink memory footprint of process (80 MB) below the kill thresold (0 MB). Killed

I can work around it with a recent version of cog (tried with 0.13.3) by passing it the option --web-kill-threshold=600 or whatever value makes sense with the amount of RAM you have.
