I don't think that this would be changed for Interop 2023 given that all browser engines already behave the same.

As per https://bugs.webkit.org/page.cgi?id=fields.html#bug_status, WONTFIX is for something that we agree is a bug but decide to never fix. So it's a resolution that we should almost never use.
