I am unable to reproduce this bug using attached test case in Safari 15.6 on macOS 12.5 and Safari 15.6 is matching with all other browsers (Chrome Canary 106 and Firefox Nightly 105) by showing the red square by prioritising inline style over external CSS file with !important.

I think Webkit was aligned with web-spec and other bugs were wrong and later all aligned with spec. I think this can be "RESOLVED INVALID". Thanks!
