Safari 16, VOIP with internal microphone cannot capture normal voice volume

OS version: MacOS 13 Beta 3 (22A5295i)
Safari version: Safari 16.0 (18614.1.19.1.5)

issue Description:
Join WebEx meeting client using Safari 16.0, audio cannot be captured normally and other user cannot hear voice.

Then use WebRTC Sample: https://webrtc.github.io/samples/src/content/getusermedia/volume/ to check audio stream volume, normal Speak voice cannot be capture (the sample display volume is 0.00). And if using very loud voice and near device, the volume can be get, but volume is very small, about is 0.01)

(We have recorded one video for recording the case, you can check attachment)

BTW:1.In the same machine, Use Chrome/Firefox to test the internal microphone, the audio stream volume is normal.
2.Safari with an external microphone, the audio stream volume is also fine.
