On iOS 16 (tested in developer beta 3), when camera permission is disabled on a page, it gets re-enabled after switching tabs.

Steps to reproduce in Safari:
1) Visit https://webcammictest.com/
2) Click "Test Webcam" and click "Allow" when prompted. Notice the sound that signals video recording.
3) Tap the red camera icon on the left end of the address bar, and tap on "Stop using camera". Notice that the sound stops playing at this point.
4) Open a new tab. Notice that the sound from the previous tab returns.
5) Switch back to the previous tab. Notice the camera is enabled.
