Yes, I am sure that this is a bug in WebKit. The very next line is correct:

    context = webkit_web_context_new_with_website_data_manager (manager);

No, it is not correct for ~/.local/share/webkitgtk to contain local storage data from websites, when I specifically asked WebKit to store that data in 'dir8.'
