Sure enough, minimal-ui isn't supported (it just launches a Safari tab, same as any other non-PWA website that was added to the homescreen).

The good news is that on the iOS 15.4 simulator, both standalone & fullscreen PWAs do have working background audio. I didn't see the audio player UI on the lock screen for them, but hopefully that's a quirk of the simulator or the beta version.
