I created a couple reduced test cases for testing audio in PWAs with varying display modes on iOS. 

display: standalone
https://careful-plastic-sidecar.glitch.me/

display: fullscreen
https://mammoth-cottony-linen.glitch.me/

display: minimal-ui
https://decorous-excellent-firewall.glitch.me/

As of iOS 15.3, background audio is broken in both standalone and fullscreen, but minimal-ui works fine (as @bshano noted above).

Going to see if I can test on iOS 15.4 w/ Xcode Beta...
