I managed to find it from WayBack Archive:

It seems that Safari 16.2 does not render empty space like Chrome Canary 111 and Firefox Nightly 110, Safari do show container with URL title or ALT Text within the container to click on to navigate to website. While Chrome & Firefox collapse, where the banner is not available but the empty space is not clickable link.

I am not sure, it is an issue in Safari 16.2 at least, I am going to mark this as "RESOLVED WONTFIX" but tag others for their input. Thanks!
