I am not able to reproduce this issue in Safari Technology Preview 160 and also it matches with Chrome Canary 110 and Firefox Nightly 110 in rendering and also quick succession next and back also does not trigger any movement in the top layer position to show that it is moving and any movement is consistent with other browser (i.e., Chrome).

Appreciate if someone else can confirm whether they are getting same behavior. Thanks!
