As part of https://github.com/privacycg/storage-access/pull/141 browsers agreed that we would change storage-access to apply per-frame instead of per-page now. Chrome is implementing this behavior for storage access as well: https://bugs.chromium.org/p/chromium/issues/detail?id=1401089
