Safari 15.6.1 and STP 151 differs from other browsers

I am able to reproduce this bug in Safari 15.6.1 and Safari Technology Preview 151 using attached test case and as can be seen it differs with other browsers (Firefox Nightly 105 and Chrome Canary 105).

NOTE - Safari 15.6.1 is same as STP 151.

Further, I think this should not be in DOM category but other. Thanks!
