WPT do have coverage of DOCTYPE:

Do we need any more test? Or we can mark this as "RESOLVED LATER" or "RESOLVED WONTFIX" since WPT ensure compliance to web-standards and for DOCTYPE, all browsers pass all tests. Thanks!
