As a quick update, I've tried and am still able to reproduce this in 100% of cases in the latest Safari 15.1 beta, using https://brianpeiris.github.io/spatial-audio-test/?instant, letting it run for a few minutes.

Some observations:
1. Leaving it running for a few minutes results in severely degraded audio quality, with a fairly high CPU usage as well
2. Switching to a different tab results in clean audio (and lower CPU usage), presumably because the PannerNode gets taken out of the audio path?
3. Switching back to the offending tab results in severely degraded audio quality immediately, i.e. it does not reset to the initial quality
