This will get tracked by Apple via the import, however it is always better to have people report their own bugs via feedbackassistant.apple.com. That way, there is a channel for communication between Apple and the reporter.
That said, 4096 seems like a lot, a quick web search suggests that other browsers support less? E.g. https://stackoverflow.com/questions/417142/what-is-the-maximum-length-of-a-url-in-different-browsers
Anyway, marking as INVALID as a non-WebKit issue.
