The iOS regression can be attributed to bug 231354.

iPad Pro (A9, 2015)

iOS 14.8 (OpenGL ES backend)
-RGB ~5ms
-RGBA ~2ms

iOS 15.1 (Metal backend)
-RGB 6ms
-RGBA 6ms

(Curiously also OpenGL ES backend on 15.1 has regressed, but in this we should focus on fixing the Metal backend.)
