Version 14.0.3 (16610.4.3.1.7) and
Release 121 (Safari 14.2, WebKit 16612.1.4.3)
on macOS 11.2.3 the progress bar disappears. 

both running on an iMac Pro and 2014 27" iMac

All versions of 10.15 work correctly, testing on 2019 iMacs.

I'll update one of my 11.2.3 Macs to the 11.3 beta to test and get back to you.
