Steps to reproduce:
1. Enable the "Layout panel" and "Grid badges" experiments settings.
2. Quit Safari.
3. Relaunch Safari.
4. Inspect the current page, and notice that you have a `Layout` sidebar in the `Elements` tab.
5. Cmd+T/Open a new tab and go to apple.com.
6. Inspect the new tab, and notice that you no longer have a `Layout` sidebar. Other settings, including debug mode have also been reset.

This has regressed recently. The earliest reported occurrence seems to be about a week ago on ToT, but it definitely hasn't been around for long.
