Safari ignores idiographic commas and stops

Soft wrap should occur at word boundaries.
However, Safari does not treat idiographic periods and commas as word boundaries. 

U+3002 : IDEOGRAPHIC FULL STOP: 。
U+3001 : IDEOGRAPHIC COMMA: 、
