The LayoutFormattingContextEnabled header flag is not being respected in WebKitLegacy layout tests due to not being in the list of flags returned by TestOptions::supportedBoolWebPreferenceFeatures.

Adding it causes a bunch of tests to fail, which is a bit unexpected.
