In 2018 I worked with Matt Menke from Google on what Content-Length parsing should be as the requirements in HTTP cannot be followed. When I picked that work up again the other day I noticed Chrome passes all the tests, which suggests this should be web compatible.

https://github.com/web-platform-tests/wpt/pull/10548 has the work on the tests. https://github.com/whatwg/fetch/pull/1183 has a definition of the parser.
