Safari Advanced preferences showing disabled checkbox
The "Show Develop menu in menu bar" checkbox seems to be disabled in Advanced preferences in builds from https://webkit.org/build-archives/. ⌥⌘I doesn't work either.
I tried builds 278823, 278825, and 278928. I'm launching them following instructions in the README in the root of the zip files. If there's a trick to using the Web Inspector with nightly builds, I am completely missing it. I figure this has to be user error, but I can't find any mention of this issue in Bugzilla or the docs on WebKit.org.
My goal is to file a different bug. The instructions at https://webkit.org/reporting-bugs/#1-check-your-webkit-version indicate I should reproduce the bug in the latest build from the archives before filing. The bug I need to reproduce involves profiling in the Memory timeline in the Web Inspector. I cannot access the Memory timeline, because I cannot access Web Inspector, because I cannot turn on the Develop menu, because the checkbox is disabled and unchecked in preferences.
Both the shipping Safari 14.1.1 (16611.2.7.1.4) and Safari Tech Preview Release 125 (Safari 14.2, WebKit 16612.1.15.1.12) show the "Show Develop menu in menu bar" checkbox as enabled, and I have it checked. I can reproduce the other bug in those browsers, but I'm trying to diligently follow the instructions for reporting bugs by reproducing in the latest build.
I also tried the latest build on an Intel Catalina machine, and the "Show Develop menu in menu bar" checkbox is disabled there too.
