Unable to debug or inspect running service workers in Safari Tech Preview 125.

Steps to reproduce:

- open https://mdn.github.io/sw-test/
- open console
- observe message "Service worker active"
- evaluate `navigator.serviceWorker.controller` and observe a SW is registered and controlling
- Open `Develop` menu, open `Service Workers` menu, 
- observe "No service workers" text

Works in current Safari 14.1
