Screencast of the scrollbar flicker bug

Safari 15
iPhone SE 1. Gen

1.) Go to apple.com
2.) Scroll to the bottom of the page
3.) Do overscrolling at the bottom
4.) Take a look at the scrollbar

Actual: The scrollbar flickers.

Expected: No flicker. Smooth scrollbar animation.
