iOS 15 still does not support this web standard: https://fullscreen.spec.whatwg.org/

Is there a set of reasons why this isn't the case?

For interactive media that isn't a video (WebGL etc), which is fullscreened in most other browsers, it would be really helpful to work around the address bar changes in iOS 15 by adding standards compliance to Safari on iOS, and provide a proper fullscreen experience as it was intended.
