buildstream (https://github.com/apache/buildstream) is an external tool in our repo. It uses the term 'overlap-whitelist'. report-non-inclusive-language complains about this term. We have filed bug on buildstream (https://github.com/apache/buildstream/issues/1473) to use inclusive naming. But for now, we should skip buildstream directory from report-non-inclusive-language script.
