In 12.5, Xcode removes the com.apple.package-type.mach-o-executable and com.apple.product-type.tool from the MacOS SDK. The plists for these are small enough that we can simply embed them inside configure-xcode-for-embedded-development instead of copying them from the MacOS SDK.
