I couldn’t find any response from Hixie in the archive for that month — so I kept looking through the archives for the months that followed, and found  https://lists.w3.org/Archives/Public/public-whatwg-archive/2013Aug/0336.html (three months later).

But in looking through the 289 commits Hixie made https://github.com/whatwg/html/commits?author=Hixie&since=2013-05-28&until=2013-09-01 between the time of that end-of-May-2013 e-mail thread at his end-of-August-2013 response, https://github.com/whatwg/html/commit/f96b411 is the only related spec change I found among all those.

Based on comments from comments from Ilya Grigorik elsewhere, I feel that Ilya at least doesn’t agree that spec change entirely solves the problem, and that instead there may still be an implementation problem here that needs resolving.

Therefore, I’m taking the liberty Cc’ing Ilya here — so that he can weigh in and so that we can hopefully reach some resolution on this.
