In this link you shared it looks like so far the 2.30.0 package was only done
for the upcoming Groovy Gorilla release (which is right now in development).
I don't know if the Ubuntu package maintainers are planning to provide an
update to 2.30.0 for other releases — you would need to ask them.

build new releases of WebKitGTK with the dependencies available in the
LTS (Long Term Support) versions of Ubuntu, see here:

We do this because we think that it is important that distributions
provide up-to-date WebKitGTK packages, but in the end the maintainers
of the Ubuntu package are the ones who decide which package updates they
want to provide.

Debian packages in general are not expected to work on Ubuntu. Even if
Ubuntu is based on Debian, they are different.

Yes, once (and if) the Ubuntu package maintainers provide an updated
package for your version of Ubuntu, then you will be able to easily
install WebKitGTK 2.30.x
