My understanding is that the tests themselves were updated to reflect ICU changes that wouldn't be present in anything before Big Sur, so I modified the expectations to reflect that the tests were expected to fail on Catalina and Mojave in r266761 (with a follow up in r266773).


I think the remaining issue is that these two are actually still failing on Big Sur:
imported/w3c/web-platform-tests/css/css-text/line-break/line-break-normal-015.xht
imported/w3c/web-platform-tests/css/css-text/line-break/line-break-strict-015.xht
