I think that would be sufficient for the common use case with Cordova (assuming a local scheme like app://localhost is counted as permitted).

We already have a Cordova-enforced list of "allowed navigation" domains, so we'd likely want to encourage opting-in to the App-Bound WebView behaviour too.
