This bug reproduces in plain WKWebView, as well as non-Safari browsers on iOS including Chrome and Firefox. It does not reproduce in Safari.

Steps to reproduce:
1. Visit https://dump-truck.appspot.com/usecase-address_and_cc_on_same_page/address_and_cc.html
2. Tap on one of the text fields (e.g. "Name").
3. Tap on the "Select a state" dropdown.
4. Scroll left/right and top/down.

The horizontal scrollbar is drawn too high, covering page content. I've attached a screenshot.
