This is reproducible in current Safari 13.1 (15609.1.20.111.8), but appears fixed in Safari Technology Preview Release 106 (Safari 13.2, WebKit 15610.1.12.2).

Bug 205734 fixed a problem which happened intermittently in WebGL video-to-texture uploads, and could either be related, or be the root cause of this issue.
