Safari placeholder attribute text has insufficient contrast ratio for WCAG conformance and general usability.

Chrome has a sufficient contrast ratio for its input placeholder text. Chrome's ratio is 4.6:1 for the placeholder. 

Safari's placeholder text ratio is 2.4:1 which is failing WCAG 2.0 Level AA 1.4.3 Contrast (Minimum) Success Criterion. 

Steps to Reproduce:

1. Open Safari.
2. Visit https://www.w3schools.com/tags/tryit.asp?filename=tryhtml5_textarea_placeholder 

Expected Results:

Placeholder text has a contrast ratio that is sufficient for WCAG at at least 4.5:1 or greater and placeholder text is easy to read.

Actual Results:

Placeholder text has an insufficient contrast ratio at 2.4:1 which is failing WCAG and is difficult to read.
