I get the same behavior as Chrome and Firefox when enabling Experimental Features > CSS Animations via Web Animations, the setting which enables the Web Animations engine for CSS Animations and CSS Transitions. This setting should have been on by default for STP97 but a branching issue prevented that to be true. It should be addressed in the next STP release. In the meantime, you may verify this by enabling that setting manually.
