Reduced Test Case - HTML with inline SVG

Try opening the attached HTML in Safari on macOS or iOS. With iOS, you will need to pinch zoom to see the issue. You are supposed to see a rectangle with a thin red stroke and a blue line/curve below it. Open the HTML in FireFox or Chrome to see the expected result.

In my experience, this issue only occurs when using vector-effect="non-scaling-stroke" and scaling up an inner shape with small dimensions.
