On https://irs.gov, swiping quickly to move the page up or down will sometimes abruptly stop at a random spot in the middle of the page. This doesn't seem to happen on Mac, but it is present on iPad with the latest 13.4.5 beta.

Also, if I try to grab the scrollbar and pull down, it resets to the top. However, if I'm at the bottom of the page and drag it to go up, it works as expected.
