Installed Safari 13 on my Mac and iPhone yesterday. 

Media Stream Recorder API is still experimental :(.

On top of that trying to record just audio with HTML Media Capture crashes Safari on iOS and iPad OS, I've reported the issue here: https://bugs.webkit.org/show_bug.cgi?id=202039
