Also noticing this in the iOS 13.0 that just went live, and in the 13.1 beta (on mobile devices, not able to reproduce in simulators or a MacBook).

It seems to be happening whenever the start and end of the radial gradient is different, AND this seems to be happening in both Canvas and SVG (so it definitely seems to be a framework issue below WebKit).
