We should transition all four JSC queues to new EWS. This involves both building and testing. 

For building we need to have rebuilding clean-tree and analyzing build result logic. For testing, we need to rerun the tests on clean tree and compare the exact test failures and determine if the test failure is introduced by patch or not.
