EWS should be able to comment on Bugzilla, especially for commit-queue (for adding the commit details).

For rest of the queues, we decided that EWS wouldn't be commenting on the bugs (see https://lists.webkit.org/pipermail/webkit-dev/2019-June/030683.html)

However, some people miss the fact that those comments used to send them email notifications about failures. We might want to re-consider adding Bugzilla comments in some manner.
