[Win][MiniBrowser] WebKitLegacyBrowserWindow is leaked by circular references

There are some circular references. For example,
WebKitLegacyBrowserWindow has a reference of WebDownloadDelegate,
and WebDownloadDelegate shares ref counter with
WebKitLegacyBrowserWindow.
