Neither seems too complicated to implement, so I uploaded proposed patches for comment for both strategies (although it sounds like we want to go with the downgrading of cached GETs). Since I haven't written too many WK patches before I'm just looking to make sure I'm going down the right path.

There aren't any test cases yet, but I'll add some test cases to the disk-cache suite soon.
