It's 100% reproducible using Tech Preview if you manually downgrade the runtime to get a runtime built with 2.27.2:

$ flatpak update --commit=eac891c0f64c367302e877cd7cc1a79acc5d995f47951c01a1eb563c6616f972 org.gnome.Platform//master

(I've since rolled back to 2.26 due to this and other issues.)

I just noticed if you create a new tab so that loading spinners are visible, you can see that page loads do not complete.
