Meanwhile in HTML5 the longdesc attribute became obsolete - Error: The longdesc attribute on the img element is obsolete. (info from validator.w3.org at 20191013) -  but the long description remains an important issue to some users - e.g. all the users that can't see a graphic of data. The techniques H45 remains at WCAG 2.1.
