Visit https://www.dailymail.co.uk/news/article-7672171/Son-Chinese-billionaire-banned-living-luxurious-life-Beijings-social-credit-system.html in 2.26.1. Scroll up and down to see that scrolling works.
Switch to another tab, then switch back. The page is no longer scrollable and has to be refreshed before scroll events are processed again.
Normally when the web content becomes unscrollable, it's due to hung web process and refresh will never work. But in this case, refresh works fine.
