BTW there is no relevant debug output on the command line.

This works fine:

$ flatpak run org.gnome.Epiphany.Devel//master -p

But this does not work:

$ flatpak run org.gnome.Epiphany.Devel//master -i

Problem is (a) no web content is rendered, and (b) if a new tab is created, it will continue loading forever.
