communication between server and iOS safari

Since the update of iOS to 13.2 the 

HTTP/1.1 401 Unauthorized
WWW-Authenticate: Negotiate

stopped working. In iOS 13.1.3, the client answers by "Authorization: Negotiate YIIHuQ...". In iOS 13.2, the client answers without the header.
